About B-HART: Human Rights in Action
B-HART was created from a shared question that continues to shape everything we do:
"What does better really look like in disability services?"
The Reality Gap
Across Australia, human rights are clearly articulated. They are set out in the UN Convention on the Rights of Persons with Disabilities, embedded in legislation, reflected in the NDIS, and reinforced through quality and safeguarding frameworks.
Yet for many people with disability, families, and even those working in the sector, there remains a painful gap between what these frameworks promise and what is experienced in everyday life.
The Realisation
The problem was never a lack of intention.
The missing link: from models to practice
The sector was surrounded by models, medical, charity, social, human rights, yet lacked practical support. Service providers were expected to "be rights-based" without the necessary tools.

Common benchmarks to align teams and families.
Lived Experience
Practical examples grounded in real stories.
Measurement Tools
Ways to verify if rights are actually upheld.
As a result, well-intended systems often defaulted back to compliance.
B-HART is a social enterprise working to strengthen human rights for people with disability and their families.
Our purpose is simple: to support a future where people understand their rights, can confidently claim them, and experience them in everyday life.
We do this by creating resources, community, and shared understanding that elevate lived experience and shape what good support should look like.

Real change happens when both sides of the system shift together. When people with disability understand and claim their rights, expectations rise. When providers are supported to deliver human-rights-based practice, those expectations can be met. B-HART strengthens the voice and expectations of people and families. HRPA (Human Rights Practice Australia) strengthens the practice of those delivering support. Together, they create a system where human rights are not aspirational, but experienced every day.
